Kawakami Tomoko has done work on a number of popular anime series and she seems to be well known for some of the various roles that she has played (Chiriko, Hikaru and Utena). I think that Kawakami-san was an excellent choice for Rosette. She definitely sounds like I imagine the character's voice to sound like and does a good job of making Rosette's emotions feel real and true to the character. I also feel as if she sounds young and energetic enough to be Rosette. ^^
I think if the anime had been more along the lines of the manga, Kawakami-san would have done an even better performance since Rosette's character was so poorly written for the anime. It's easy to forget about her excellent voice acting when bombarded with horrible out of character dialogue coming from Rosette. ^^; Still, I personally think Kawakami Tomoko is the best seiyuu for Rosette! Imai Yuka is the woman who voiced Rosette in the Drama CDs. She, like Kawakami Tomoko has done a variety of roles in well-known series. Personally, I think Imai-san did a good job of portraying Rosette but I don't think she's nearly as good as Kawakami-san. Her voice almost seems too deep for a 16 year old girl, especially one as energetic as Rosette. It's true that Rosette is a bit rough around the edges but I still think that she would have a more feminine voice than what Imai-san provides. This is just my opinion though; many prefer Imai-san over Kawakami-san. ^^ Below is a small list featuring some of Imai-san's roles.

Hilary Haag seems to be a fairly popular English voice actor, having worked on a number of ADV Films' successful series. As a choice for Rosette, I think she's absolutely horrible. x_x It's pretty obvious that she's straining her voice to make it sound higher (and more like a 16 year old teenager..?) and more than half the time, she just sounds like she's screaming at the top of her lungs. While Rosette is a bit of an energetic girl with a quick temper, she's not nearly as bad as the dub makes her out to be. The dub really makes Rosette out to be a pretentious bitch. x_x I think if Ms Haag spoke with her natural voice and didn't strain herself as much, she might do a better job as Rosette.
